Does CHAMPVA cover insulin and prescriptions?
Educational info, not medical advice. Last verified Oct 11, 2026.
Coverage status: Covered
Short answer: Yes, CHAMPVA covers FDA-approved prescription drugs, and insulin and diabetic supplies are covered even when no prescription is required, at no cost through Meds by Mail.
Key conditions
- Prescriptions: covered when FDA-approved for the condition, prescribed by an authorized provider, and dispensed under state law.
- Insulin and diabetic supplies: covered, even over the counter. Insulin pumps need a certificate of medical necessity or a doctor’s order with a diabetes diagnosis.
- Not covered: drugs not FDA-approved, most over-the-counter drugs, travel vaccines, most vitamins, and smoking-cessation products not from Meds by Mail.
- Meds by Mail can’t ship insulin or other refrigerated drugs to a PO box.
- Weight-loss drugs: see GLP-1 coverage.
Preauthorization
The Guidebook doesn’t require it for most drugs. VA’s provider page says Wegovy and Zepbound need prior authorization through OptumRx.
What you pay
- Meds by Mail: nothing. You can’t use it if you have other drug coverage, including Medicare Part D.
- Retail pharmacy (CHAMPVA primary): 25% of the allowable amount after the deductible ($50 per person, $100 per family).
- CHAMPVA secondary: no cost share.
