Short answer: CHAMPVA travels with you. If you live or travel overseas, it covers the same care it would in the U.S., with the same deductible and cost share. You usually pay the foreign provider and then file a claim.
Does CHAMPVA cover care outside the United States?
Yes. The CHAMPVA Guidebook says: “If you live or travel overseas (excluding countries that are restricted or prohibited by the U.S. Department of Treasury), we provide the same benefits we would if you were in the U.S.” Federal rules say the same: VA shares the cost of medically necessary care in the 50 states, D.C., the U.S. territories, “and abroad” (38 CFR 17.270).
- What’s covered: the same services as at home. Check our coverage answers A–Z and what CHAMPVA doesn’t cover.
- What you pay: your deductible and cost share are the same as in the U.S. See deductible, cost share, and catastrophic cap.
- How VA figures payment: for foreign claims, reimbursement is based on reasonable and customary billed amounts (Guidebook).
- Prior approval: the same preauthorization rules apply.
How do I file a CHAMPVA claim for care abroad?
VA’s claim instructions don’t list separate steps for foreign care, so use the regular process in our claims guide and step-by-step walkthrough:
- Pay the provider and get an itemized bill and proof of payment (a receipt or a bill marked “paid”).
- Fill out VA Form 10-7959a (CHAMPVA Claim Form).
- File online through VA.gov, or mail it to VHA Office of Integrated Veteran Care, CHAMPVA Claims, PO Box 500, Spring City, PA 19475.
What’s different for foreign claims (Guidebook):
- Foreign language: if the bill or medical records aren’t in English, VA translates them at no cost to you. Claims written in English are processed faster.
- Currency: VA pays in U.S. dollars.
Deadline: file within 1 year of the date of care, or 1 year from discharge for a hospital stay (38 CFR 17.276).
Medicare if you’re 65+ and live overseas
The Guidebook says that if you’re 65 or older and live overseas, you must be enrolled in Medicare Part B if you’re also eligible for Part A, even though Medicare generally doesn’t pay for care overseas. In that case, CHAMPVA is the primary payer abroad and you get the same level of coverage as people under 65. More: Turning 65 with CHAMPVA.
Is CHAMPVA the same as the Foreign Medical Program?
No.
